II. Organizational Context






As a result of the Somali National Reconciliation Conference (SNRC) and the establishment of the Transitional Federal Institutions (TFI), Somalia has been placed on the agenda again and is the recipient of increasing levels of development aid. UNDP Somalia is one of the key counterparts of the Transitional Federal Government (TFG) and is managing large resources on behalf of the TFG. The CO also continues to work closely with the local authorities in Somaliland and Puntland.


 


UNDP Somalia is composed of three main clusters; Rule of Law and Security (ROLS), Governance and Poverty Reduction and Sustainable Livelihoods (PRSL).


 


The Governance programme focuses on three components:


1.      Human resources development and institutional building


a)       Enhancing the planning and management capacity, including the management of training, and administrative efficiency at federal, state, regional and district levels in Somalia;


b)      Strengthening the capacity of key institutions to provide sufficient and appropriate training to meet the needs of public administration and the professional job market in Somalia;


c)       Institutional development of government institutions;


d)      Facilitating changes within civil service institutions, which will lead to greater professionalism and client focus, and equity in opportunities for disadvantaged groups.


 


2.      Democratic governance


a)       Constitutional dialogue


b)      Electoral process (support the activities leading to free and fair elections e.g., an electoral law, an Electoral Commission, training of the election staff).


 


3.      Local governance and decentralization: local economic development planning and support to regional and local administrations


 


The Governance programme has currently employed about 15 programme personnel but this number is expected to grow over the next years, depending on the political context. The current delivery for 2005 is close to US$ 5 million and is expected to grow to over US$ 10 million delivery in the upcoming years.


 


Under the overall guidance of the Programme Portfolio Manager of Governance and Deputy Portfolio Manager, the Project Manager is responsible for the delivery of the project and supervise the project personnel.


 


III. Functions / Key Results Expected


1.      Within the Governance Cluster, the Project Manager is responsible for: 


Project management:


a.       Negotiation and development of work plans with counterpart institutions, taking into consideration UNDP, TFI and donor priorities. This will involve the design and formulation of budgets, including the establishment of monitoring mechanisms, proposes implementation arrangements, collect, maintain and updates data relevant to the project, plan and coordinate the deployment of teams and other project activities .


b.      Supports UNCT and CMC in the construction of partnerships with the TFG.


c.       Provide day-to-day management of the Project for a 16-month period covering all phases of the project and adhering to the Project Document. 


d.      Provide leadership and cohesion to the field teams and ensure that the processes and systems developed to support the project are imparted to the key Somali stakeholders.


e.       Assist offices being supported to finalize their planning for the project’s deployment and ensure that activities correspond to the agreements reached in the first phase of the project.


f.        Financial oversight for the project.


g.       Provide technical backup and expertise to the overall operations and implementation of the project and other activities supported by the project.


h.       Lead in the preparation of a Needs Assessment, for institutions to be supported; and develop an implementation plan.


i.         Act as a liaison between the TFG and the international community and UNDP offices in Nairobi.  To work closely in coordination with the office of the resident representative of the UN system and the official liaison officers already in post.


j.        Prepare all project reports and present to the Project Board for review and decision-making.


k.      Organise, brief and support external consultants being fielded.


l.         Evaluate all projects being presented for support prior to obtaining authorisation from the project board.


m.     Prepares mandatory and substantive budget revisions, updates and initiates processing of programme entries in Atlas, ensures conformity of project disbursement requests with procedures and work plans ensuring availability of resources and effects necessary budget line changes in Atlas.


n.       In close collaboration with the Deputy Programme Portfolio Manager Governance, carry out and submit required preparatory work for contracts, tendering, bills of quantities and works according to UNDP procedures, rules and regulations.


o.      Supervise logistical arrangements for visiting missions, ensure briefing kits are compiled, liaise with the Field Security Coordination Officer (FSCO) to ensure security clearance and visas are obtained for all staff and consultants travelling to the field.


           Financial management:


a.       Is responsible for financial management through Atlas, including purchase orders, requisitions and payments.


b.      Provides leadership in overseeing of effective provision of services to counterparts including fair and transparent procurement, efficient logistics and sound financial management


c.       Ensures the integrity of financial system and directly oversees the administrative, financial and budgetary aspects of the projects and advises the Governance team leader accordingly.


d.      Ensures cost-recovery system for the services provided by the CO to projects in close collaboration with the DRR-O;


e.       Ensures that programme resources are used in a balanced way that confirms the application of the Human Rights Based approach and contributes to peace building;


f.        Is responsible for budgets and ensuring strict and consistent application of UNDP rules and regulations;


g.       Liaises with field staff, review project requests for direct payment in consultation with the Programme Portfolio Manager and Deputy Programme Manager, monitor payment requests from the field,  inform finance section once cash facilitator has effected payments. Ensure empowerment of the field offices on operations issues.


 


Teamwork:


a.       Promote cross-unit teamwork and the development of operational skills of the team members, through coaching and mentoring.


b.      Promotes coordination among the various components of the Governance cluster


2.      The Manager supports knowledge building and management focusing on achievement of the following results:


 


a.       Promotes identification and synthesis of best practices and lessons learned from the project for organizational sharing and learning;


b.      Supports capacity-building of national counterparts;


c.       Promotes a knowledge sharing and learning culture in the CO and the Governance Cluster.

V. Recruitment Qualifications


Education:


·      Advanced degree in business Administration, Public Administration or related discipline Preferable


Experience:


·        Minimum of 8 years of relevant work experience in the area of operations management and project management in a governmental, multilateral or civil society organization in a multi-cultural setting


·        5 of more years of project management responsibilities of similar size and complexity. Preferably in relation to multi donor interventions.


·        Strong IT skills.  Experience with Atlas will be an asset


Language requirements:


·        Strong written and spoken English skills.  Knowledge of Somali and Arabic an asset.
