Job description A visible and motivational leader, you’ll develop, assume overall management of all programme development and implementation of activities of the Hiran Region Programme. You’ll will evaluate, monitor and review to ensure compliance of programme activities with SC UK and donor policies. Grant and security management will feature, as will the creation of a clear advocacy strategy. And importantly you will also represent the programme at all levels within local government, donors and members of the humanitarian community.

Combining proven people and programme management skills with five years experience of programme management work in complex emergency situations with an international NGO, you’’ thrive in this role. You have background in programme monitoring and evaluation and you’re comfortable writing project proposals and high quality programme reports. Politically aware and financially astute, you also have the communication skills needed to advocate at a senior level. Given the nature of the role fluency in written and spoken English is essential, knowledge of Somali language is a plus.

SC UK has over 40 years of experience working in Somalia in the areas of emergencies, education, health, water & sanitation, food security & livelihoods since initiating projects in the north-west of the country (Somaliland) in the 1950s. SC UK is currently working in Hiran region of central Somalia, Karkar region of Puntland and Togdheer region of the self-declared state of Somaliland.

The SCUK Hiran office was established in Belet Weyne in 1992 to respond to public health emergencies in the district. This was immediately followed by an agricultural support project and later by the Water and Sanitation project. The primary education project was later introduced to improve the provision of basic services to children. The agricultural support project later broadened its focus to include the wider issues of food security as environmental changes (recurrent floods and droughts) seriously undermined the livelihoods of vulnerable populations in the district. The three projects – Food Security and Livelihoods, Primary Education and Water and Sanitation – ran concurrently in Belet Weyne district until end of March 2005 when the Water and Sanitation project was closed because of funding difficulties.

Further Information: Essential:


  • At least 5 years/substantial experience working with an international non-govt organisation within an emergency and development environment.


  • Holder of at least a degree in the social sciences or related fields from a recognised university.


  • Skills and experience in project/Programme monitoring review and evaluation.


  • Substantial people and Programme management experience.


  • Solid experience in grant management, including budget holding and donor reporting.


  • Ability to produce successful project proposals and high quality reports.


  • Representational and advocacy skills.


  • Good interpersonal skills with ability to communicate effectively at all levels.


  • Political awareness.


  • Computer literacy.


  • Ability to work with limited support from line manager.


  • Fluency in written and spoken English. Knowledge of Somali language is a plus.


  • Commitment to and understanding of Save the Children’s aims values and principles.

    Desirable:


  • Experience and/or an interest in Horn of Africa and Somalia region.
